Generally, the FO has jurisdiction when a DIB, DWB, or CDB claim is filed in the FO
                  and the claimant is receiving disability benefits (e.g., a current CDB or DWB claim
                  is received for a claimant with a prior DIB claim). Supplemental Security Income (SSI)
                  claims filed at the initial or reconsideration level also are the jurisdiction of
                  the FO when collateral estoppel applies. For DIB, DWB, and CDB claims obtained by
                  the FO or a PSC when application of collateral estoppel would be fully favorable,
                  see applicable instructions in DI 11011.001E.
               Transfer claims to the DDS or Disability Processing Unit (DPU) only when necessary
                  for any additional development relating to onset for disability benefits or continuance
