   When commissioned officers transferred (P.L. 89-234) from PHS to the WPCA, any work
      performed at PHS after 1956 and before the date of the transfer, usually before 1967,
      could be credited for Civil Service annuity purposes. The money to cover the transfer
      was paid by HHS. However, the law precluded dual coverage by Civil Service and Title
      II for the transfer period. An irrevocable waiver of credit under one act is required,
      in order to qualify for the other. The earnings records were flagged for possible
      waiver action with OPM at retirement.
