A claimant generally has the right to appear at a
hearing before an ALJ in the manner set forth in 20
CFR 404.936 and 416.1436.
A claimant may also make their appearance by
means of a designated representative, who may make
their appearance in the manner set forth in 20
CFR 404.936, 416.1436,
404.950(a),
and 416.1450(a).
SSA does not conduct hearings outside of the United States and
territories, as set forth in HALLEX HA 01205.072A,
including appearances by audio, agency video, and online video,
from a location outside of the United States. See 20
CFR 404.936(b) and 416.1436(b).
If a foreign claimant requests to appear at a hearing in the
United States, Disability Engagement will ordinarily designate the HO
that is closest to the claimant's port of entry. However, Disability
Engagement may designate an HO other than the one closest to the port
of entry if it would promote the just and efficient administration of
the hearing process.
SSA will reimburse travel expenses as provided in HA 01205.072E
below.
