RM 02032.062 Process for W-2C Alert Code 2

A. Prior earnings moved to a previous year

This alert generates when an employer submits a W-2c and a prior internal adjustment has processed.

Example:

A previous action moved the prior earnings to a different year either for the same Social Security number (SSN), a different SSN, or to Suspense.

Cause:

A prior internal adjustment caused the W-2c to require a manual action.

Action:

Determine the source of the internal adjustment and the reason for moving the earnings. SSA prepares a new internal adjustment to apply the changes, based on the W-2c to a different year for the same SSN, a different SSN, or to Suspense.

B. Procedure for Alert Code 2

Use the following instructions to process an Alert Code 2:

  1. 1. 

    Access a Detailed Earnings Query (DEQY) for the Social Security number (SSN) to obtain a Detailed Earnings Query Response (DEQR).

  2. 2. 

    Access an Employer Report Query (ERQY) for both Employer Identification Numbers (EIN) shown to obtain an Employer Report Query Response (ERQR)

  3. 3. 

    Determine if the posted money amount agrees to the employer intent of the W-2c.

  4. 4. 

    Determine whether the adjustment processed through Item Correction (ICOR), the Revised Earnings Adjustment Process (REAP), or Modernized OCRO System (MOS). NOTE: You may need the REAP annual adjustment microfilm if adjustment was done prior to electronic corrections (ICOR/RCOR and MOS).

    1. a. 

      Adjustment processed through ICOR:

      • Obtain microfilm of the W-2 and W-2c to analyze the forms.

      • Query ICOR Historical File to determine reason for adjustment.

    2. b. 

      Adjustment processed through REAP:

      • Obtain microfilm of the adjustment form (SSA-4130, Interoffice Itemized Adjustments or SSA-4132, Interoffice Blanket Adjustment).

      • Review the form to determine the destination of the move.

    3. c. 

      Adjustment processed through MOS:

      • Obtain microfilm of the original W-2 and W-2c.

      • Review to determine reason for the adjustment.

      NOTE: If unable to obtain the microfilm after three attempts, write up a problem referral.

  5. 5. 

    Determine if the employer’s intent was to post to the earnings record.

If

Then

Employer intent was not met

  • Use ICOR to post the “Correct Information” earnings from the W-2c on another earnings record or the same record, for the same tax year.

  • Document the supporting statement in ICOR on Worksheet Remarks (ERMK) screen

  • Annotate listing and release.

Employer intent was met

 

  • No action is necessary (NAN).

  • Annotate listing and release.

Unable to determine the employer intent of the W-2c

  • Obtain microprints for W-2, W-2c, and W-3c.

  • Contact the employer via telephone to determine the intent of the W-2c. See RM 02032.075

  • Document the response in ICOR on Report of Contact (EROC) screen. Adjust the earning record using information provided by the employer.

  • Annotate the listing and release.
