RM 03851.003 Receiving, Assigning and Processing Congressional Inquiries Involving Earnings Discrepancy Cases

  1. Congressional inquiries/sensitive cases will be received either from the Office of Public Inquiries (OPI) or directly in OCRO. Cases received from OPI will already be under control in the Automated Document Control and Retrieval (ADCAR) system.

  2. Individuals designated by the branch chief will process all inquiries from Congressmen and others, requesting preferential handling of sensitive cases involving ED's, coverage questions, etc. which will require a reply.

  3. The person to whom the inquiry is assigned will take the following actions:

    1. Establish control of the inquiry on ADCAR. If the inquiry was sent:

      1. Directly to OCRO, add the case to ADCAR. Send a copy of the inquiry to OPI advising them that the case was received directly in OCRO and has been added to ADCAR.

      2. To OCRO by OPI, update ADCAR to reflect the current location of the inquiry.

    2. Query the electronic control system to determine the location of a related ED case. If:

      1. An ED case is not reflected on the electronic control system, control the inquiry as a sensitive inquiry (SI).

      2. The control system reflects an ED case is assigned to a field office, apply procedures in RM 03851.009-010.

      3. The control system reflects an ED case assigned within OCRO, continue as in 3-5 below.

    3. Pull and associate all related material.

    4. Request scouting per RM 03809. (Include a copy of the inquiry.)

    5. Take all necessary action to expedite the case.

      NOTE: If any unusual difficulties are encountered, notify the module manager immediately.
