GN 00904.235 Use of administrative messages in OIO

A. Introduction

OIO uses Administrative Messages to send initial and followup requests to FSPs and VARO.

B. Procedure

Complete the fields on the OIO Administrative Message screen as follows

1. Transfer to field

Leave this field blank since it is not active yet.

2. List addressee routing indicators field

Show the alpha routing indicator for each FSP listed in the “TO” field.

Note:Routing indicators are shown in the Foreign Service Post Directory in the Telecommunications Routing Indicator Directory (TRID).

3. To field

Show the rank of the FSP to which the message is being sent. Since the Department of State's communications software requires a precise format and recognizes only two FSP acronyms, show either “AMEMBASSY” or “AMCONSUL.” After the rank, show the city in which the FSP is located.

Show ATTN FBU or ATTN SSA DIVISION. as appropriate, so that message can be directed to the appropriate section in the FSP or VARO in Manila.

Use single slash to separate the routing indicator from the FSP rank and city and double slashes to surround the attention portion of the “to” line. If there is more than one FSP, repeat the routing indicator for each office shown in this field.

Show “INFO” before the indicator for any FSP which is to receive an informational copy.

The following are examples of the proper format in this line.

  • Request to One FSP

    AMEMBASSY MANILA//ATTN SSA DIVISION//

    or

    AMCONSUL HERMOSILLO//ATTN FBU//

  • Request To Multiple FSPs

    RUEHGU/AMCONSUL GUADALAJARA//ATTN FBU//
    RUEHME/AMEMBASSY MEXICO CITY//ATTN FBU//

  • Request to One FSP with an Information Copy to the Regional Federal benefits Officer (RFBO)

    RUEHMD/AMEMBASSY MADRID//ATTN FBU//
    INFO RUEHRO/AMEMBASSY ROME//ATTN RFBO//

4. From field

Show “SOCIAL SECURITY ADMINISTRATION BALTIMORE.”

5. Subject field

Show the subject of the message (e.g., Request for Services, Followup to Request for Services, Response to Your Request Dated (date), etc.).

6. Text field

Enter the message. Always show the SSN and name of the NH and of the claimant, as well as the name and telephone number of the preparer in case the FSP needs to discuss the case.

7. Transmit field

If another page is needed to complete the message, enter “N” in the “TRANSMIT” field and press “enter” or “PF8” to page forward.

To send the message, enter “Y” in the “TRANSMIT” field and press “Enter.”
