GN 00905.354 Assisting Claimants in the Philippines

A. Policy

Although SSA has a responsibility to assist claimants in the Philippines with their claims, each claimant is responsible for submitting the evidence needed to establish entitlement.

B. Procedure

In developing claims from the Philippines:

  • Be certain the claimant understands what information and/or evidence is needed and where and how to obtain it.

  • Document the file to show what information and/or evidence was requested and an explanation of any missing material.

  • Be certain the claimant understands that his claim cannot be held open indefinitely. Failure to submit the information and/or evidence within the specified time could result in an unfavorable determination on the claim.

  • Use established diary periods unless the claimant justifies the need for additional time (e.g., a birth certificate has been requested from the U.S. and no reply yet received).

  • Document the file by RC or statement from the claimant to show the cause for the delay and the expected completion date.
