Cost-of-living (COL) increases are applied to the pro rata primary insurance amount (PIA) and the pro rata benefit.

Eligibility is before 1979 or, regardless of eligibility date, the pro rata PIA was derived from a theoretical special minimum and the new pro rata PIA is at or above the table minimum
The family maximum is the table maximum corresponding to the new pro rata PIA.
Eligibility is before 1979 and the new pro rata PIA is below the table minimum or, eligibility is after 1978
The COL increase is applied to the old maximum to determine the new maximum.
