GN 01704.580 Assigning Correct Type-of-Event (TOE) Codes to Requests for Totalization Development
Designate TOE codes to all requests made.
A. TOE code 190
Show TOE code 190 on requests for assistance needed for claims for totalization benefits from the United States if the claimant has been disallowed for regular RSDI benefits because the worker does not meet insured status but does have at least six U.S. quarters of coverage (P1 cases). For example:
Requests for U.S. and/or foreign earnings records for P1 cases.
Requests to DOs, FSPs or foreign agencies for information or evidence needed to adjudicate a P1 case.
B. TOE code 320
Show TOE code 320 on requests for assistance needed for claims for totalization benefits from the United States, if the claimant is entitled to regular RSDI benefits (P2 cases or fictitious E1 cases). For example:
Requests for U.S. and/or foreign earnings records for P2 cases.
Requests to DOs or FSPs for statements of restriction or development (e.g., medical evidence for entitlement to DIB for a RIB beneficiary) needed to adjudicate a P2 case.
C. TOE code 430
Show TOE code 430 on requests made for totalization claims restricted to foreign benefits but filed with an agency of SSA (DO, FSP or INTPSC). For example:
A request for a U.S. earnings record needed for inclusion with a claims package for a foreign agency.
A request to a DO or an FSP for evidence needed for inclusion with a claims package for a foreign agency.
D. TOE code 520
Show TOE code 520 on requests made to obtain information or evidence needed to respond to a foreign agency request. For example:
A request to a foreign disability examiner (FDE) for a medical examination requested by a foreign agency.
A request for a U.S. earnings record requested by a foreign agency.
NOTE: TOE codes 120 and 155 apply to requests for development needed to authorize regular RSDI claims. BETs should have no reason to assign these codes to their requests.
