GN 01712.106 How to Evaluate Norwegian Coverage Certifications

A. Policy

In Norway a disabled worker receives “Sickness Pay” for at least one year after a disability has been established. The FFU treats “Sickness Pay” exactly the same as covered earnings and it is shown on the worker's earnings record. Norwegian Coverage which is based on sickness pay and certified by Norway may be used to establish insured status for totalization benefits from the U.S.

B. Procedure

Follow these rules to evaluate Norwegian “Sickness Pay”:

  • Do not develop substantial gainful activity just because a Norwegian coverage certification shows earnings after onset.

  • Do not impose work deductions after entitlement to U.S. benefits just because of entries shown on Norwegian coverage certifications.
     
    NOTE: “Sickness Pay” does not represent foreign work.
