GN 01723.135 Voluntary Contributions to the French System

A. Introduction

Under French law, a person who is not compulsorily covered by French Social Security may, under certain circumstances, elect to make voluntary contributions. In some cases, the person must have earned prior French coverage to be eligible to make voluntary contributions.

B. Policy

The agreement gives U.S. nationals who reside in France the right to make voluntary contributions to the French system on the same basis as French nationals. It also permits both U.S. and French nationals to have their prior U.S. coverage counted, if necessary, to establish the right to make voluntary contributions.

NOTE: U.S. nationals who reside outside of France (e.g., in the United States) are not eligible to make voluntary contributions to the French system.

C. Procedure

1. General Inquiry

Refer persons who want general information about French voluntary contributions to the Social Security Center for Migrant Workers at the address in GN 01723.020C.

2. Coverage Record Needed

Advise individuals who need a record of their U.S. coverage to establish the right to make voluntary contributions to complete Form SSA-7004 (Request for Earnings and Benefit Estimate Statement) requesting a QC breakdown.
