GN 01724.315 Obtaining Coverage Records for Persons Who Want to Make Voluntary Contributions to France

A. Policy

To make voluntary contributions to the French system, U.S. nationals living in France must establish that they have at least 6 months of compulsory coverage under a general or special social insurance system. U.S. coverage may be used to meet this 6-month requirement.

Because this is not a claim for benefits under the agreement, the French liaison agency needs the worker's written consent to request a U.S. coverage record directly. Therefore, France instructs the worker to contact the FSP in Paris or DIO directly for a copy of his/her earnings record.

B. Procedure

CAUTION: The SSA-794 is not the proper vehicle for providing coverage information. This form is designed for internal SSA use and is not intended for distribution to the public.

Ask the requester to complete an SSA-7004-SM-OPI (Request for Earnings and Benefit Estimate Statement).

NOTE: This form is designed as a postage paid mailer with the Commissioner's explanation and the SSA-7004-SM-OPI already sealed inside. It can be sent by simply writing the name and address of the requester in the appropriate area of the envelope.

When a request for earnings information is received from other than a recognized liaison agency, send an SSA-7004-SM-OPI instead of an SSA-794.
