GN 01730.015 How the Foreign Service Post Processes and Develops Claims Filed with an Austrian Agency

A. Introduction

When a claimant contacts an Austrian agency to file a claim for U.S. benefits, the agency routes Liaison Form A/USA 2 to the FSP in Vienna. If the Austrian coverage has been established, they will include the information on form A/ USA 4 Certificate of Insurance Record in Austria.

B. Procedure

Follow the procedures below which explain how the FSP should process referrals from the Austrian agencies.

1. Claimant Not Entitled to U.S. Benefits

If the claimant is not entitled to U.S. benefits, obtain form SSA-2490-F4 (Part I) and the appropriate RSDI applications and evidence and forward the claim to OIO with the form A/USA 2 and the coverage record, A/USA 4 if available.

2. Claimant Already Entitled to U.S. Benefits

If the claimant is already entitled to U.S. benefits, destroy the forms A/ USA 2 and A/USA 4 unless they contain a request for information from SSA. In that case forward the forms to OIO, annotated “already entitled to U.S. benefits”.
