GN 01732.010 How the Regional Foreign Service Post (RFSP) Develops and Processes Applications Filed in the Foreign Service Post (FSP)

A. Introduction

On a pilot basis, the American Embassy in Stockholm has been designated a Regional Foreign Service Post (RFSP). As such, it has become the claims-development post for Denmark, Finland, and Sweden. The RFSP takes claims from individuals who wish to file for benefits under the Finnish agreement and also assists in processing certain types of claims filed with the Finnish social security agencies. When taking applications under the agreement, the RFSP should follow the same general procedures and obtain the same applications and evidence as SSA field offices (See GN 01702.001 - GN 01702.525 for DO and FSP Development and see GN 01731.205 - GN 01731.220 for Evidence and Application Requirements). The following section describes special development and routing instructions that apply to claims under the agreement filed in the RFSP.

B. Procedure

1. U.S. Claim

  • Obtain form SSA-2490-F4 (Part 1) and the appropriate RSDI applications.

  • Forward a liaison form SSA-2960-U3-FI to the Central Pension Security Institute (CPSI) to request a Finnish coverage record if it appears the worker is not insured based on U.S. coverage alone.

  • Forward the claim to OIO, and include the English language copy of the liaison form sent to the CPSI.

2. Finnish Claim

  • Take a protective statement on form SSA-795 indicating a desire to file for Finnish benefits and forward it, under cover of form SSA-2960-U3-FI, to the CPSI.

  • Inform the applicant that the NPS or CPSI will contact him/her directly to complete the required Finnish applications.

3. U.S. and Finnish Claim

  • Obtain form SSA-2490 (Parts I and II) and the appropriate RSDI application.

  • Forward a liaison form SSA-2960-U3-FI to the CPSI to request a Finnish coverage record (if it appears the worker is not insured based on U.S. coverage alone) and to certify the protective filing date.

  • Forward the claim to OIO, and include the English language copy of the liaison form sent to the CPSI.

  • Inform the applicant that the NPS or CPSI will contact him/her directly to complete the required Finnish applications.
