GN 01732.012 How the Regional Foreign Service Post Processes and Develops Claims Filed with a Finnish Agency

A. Introduction

When a claimant contacts a Finnish agency to file a claim for U.S. benefits, the CPSI routes form SF/USA 2 and a Finnish coverage record to the RFSP. If the claimant has insisted on completing U.S. applications with the help of the SII, those completed applications will be sent under cover of the same SF/ USA 2.

B. Procedure

1. Not already entitled to U.S. Benefits

If the claimant is not already entitled to U.S. benefits and completed U.S. applications are:

  1. a. 

    not submitted, then

    • obtain the appropriate RSDI applications and form SSA-2490 (Part I)

    • obtain any necessary evidence

    • forward the claim to OIO with the form SF/USA 2 and the Finnish coverage record

  2. b. 

    submitted, then

    • review completed applications and resolve any missing or questionable answers

    • obtain any missing RSDI applications, including form SSA-2490 F4 (Part I)

    • obtain any necessary evidence

    • forward the claim to OIO with the form SF/USA 2 and the Finnish coverage record

2. Already entitled to U.S. Benefits

If the claimant is already entitled to U.S. benefits and completed U.S. applications are or are not submitted, then forward material to OIO and annotate it “already entitled to U.S. benefits.”
