GN 01740.012 How the FSP in Buenos Aires Processes and Develops Claims for U.S. Benefits Filed with a Chilean Agency

A. Process

When a person contacts a Chilean agency to file a claim for U.S. benefits, that agency routes Form CHI/USA 3 (Liaison Form) to the FSP in Buenos Aires. The agency includes Form CHI/USA 5 (Chilean Coverage Record) if it is readily available. The Chilean agency also includes available medical evidence if the claim is for disability benefits.

If the Chilean agency is aware that the person is already receiving U.S. benefits, they should restrict the claim to Chilean benefits only and request a U.S. coverage record directly from DIO.

B. Procedure

This procedure explains how the FSP should process referrals from a Chilean agency.

1. Claimant Already Entitled to U.S. Benefits

  • Take no claims action if the claimant is already entitled to U.S. benefits and no other benefits are payable on the same or any other SSN.

  • If the Chilean agency has requested information, forward the liaison form to the totalization module in DIO. If no information has been requested, destroy the liaison form.

2. Determination of Eligibility

Determine if the claimant is eligible for U.S. benefits following the guidelines in GN 01703.061B.

3. Claimant is Eligible for U.S. Benefits and is Not Already Entitled

  • Have the claimant complete Form SSA-2490-BK (Part 1) and the appropriate RSDI applications.

  • Forward the claim to DIO.

4. Claimant is Not Eligible for U.S. Benefits

Forward the liaison form to the totalization module in DIO for an informal denial.
