GN 01740.010 How to Develop and Process Applications Filed in the Foreign Service Post (FSP)

A. Process

  • If an applicant contacts the FSP in Santiago, Chile to file for U.S. benefits, the FSP forwards the claims lead to the FSP in Buenos Aires, Argentina. The FSP in Buenos Aires contacts the applicant and develops the claim for U.S. benefits. If the claimant requires Chilean coverage to qualify for U.S. benefits, an agreement claim is developed. When taking claims under the agreement, the FSP follows the same general procedures and obtains the same applications and evidence as SSA field offices.

  • The FSP in Santiago refers persons who wish to file for Chilean benefits to the appropriate Chilean agency office.

B. Procedure

This procedure describes special development and routing instructions that apply to claims under the agreement filed in the FSP in Buenos Aires.

  • Have the applicant complete Form SSA-2490-BK (Part 1) and the appropriate RSDI applications.

NOTE: Make certain that the applicant enters the name of the Chilean agency or Pension Fund Administrator to which the worker last contributed in item 5 on the first page of Form SSA-2490-BK.

  • Forward a liaison Form SSA-2960-CHI and the first page of Form SSA-2490-BK to the appropriate Chilean liaison agency to request a Chilean coverage record.

  • Forward the claim to DIO with a copy of the Form SSA-2960-CHI sent to the Chilean agency.
