The Agreement provides that persons who wish to appeal a decision on a claim for U.S.
or Korean benefits may file a timely written appeal with either country. The appropriate
agency of the country whose decision is being appealed would consider the appeal based
on its own laws and procedure. However, only the country that made the original decision
will review the appeal.
