RS 01603.306 The RRCERT-DEATH Alert

A. Process

When... Then RRB...

RRB receives a report of death for a railroad certified Social Security beneficiary

  • terminates payment of Social Security benefits,

  • determines which agency, SSA or RRB has jurisdiction of any survivor claim,

  • Notifies SSA, via the RRCERT AUDIT system,

  • of the report of death,

  • of the termination of payment,

  • of any outstanding checks,

  • if any overpayment will be recovered from railroad benefits,

  • which agency has jurisdiction of any survivor claim/benefit.

the RRCERT AUDIT system receives notification from RRB of;

  • termination of payment of Social Security benefits due to death,

  • overpayment to be collected from a railroad certified beneficiary due to outstanding checks after death,

  • survivor claim jurisdiction determination due to death of the primary beneficiary.

the RRCERT AUDIT system issues an RRCERT-DEATH Alert to the PC

the PC receives an RRCERT-DEATH alert

the PC updates the MBR with the fact of death and depending on whether the alert indicates SSA has jurisdiction of the survivor or RRB has jurisdiction of the survivor claim, either;

  • converts the auxiliary beneficiary(ies) to survivors or

  • terminates the auxiliary beneficiary(ies) for payment through another agency (T0).

C. Description of Alert Fields

Date of Death means the date of death as reported to RRB.

 

SS BENEFITS PD THRU =the last month and year for which the social security beneficiary was due benefits and thru which RRB has paid.

AMT RECVRD FROM RRANN= The amount, if any, which was recovered from an accrual of railroad benefits. This amount will be transferred back to the social security trust fund and is not collectable from the beneficiary.

REMAINING O/P= The amount remaining to be recovered (if any) after subtracting the AMT RECVRD FROM RRANN from the sum of all outstanding checks. This amount is collectable from the beneficiary and is subject to due process.

SJD= If “SSA” is shown then SSA has jurisdiction of the survivor claim. If "RRB" is shown then RRB has jurisdiction of the survivor claim.
