This section describes the Railroad Certified (RCRT) screen and explains how to complete it.

C. DESCRIPTION OF RCRT

The RCRT screen is the main menu screen used to select the appropriate screen for each type of data to be entered and also for determining which agency has jurisdiction of survivor claim/benefits.

D. PROCEDURE

To display the RCRT screen access the SSA Master menu and select option 21 RRB Data Inputs.

The following chart explains how to complete the RCRT screen,field by field.

Key: Field # in this chart is the number of the field in exhibit B. The TYPE indicates if the field must be completed or is conditional depending on other factors. An “M” means the field is mandatory, a “C” means the field is conditional.

The first line is a header line which identifies the screen as a RRB screen and provides the full name and acronym of screen.

If “TSB” is present in this field then SSA's security system (TOP SECRET) is inoperative and you must enter the three digit office code identification of the input terminal.

If TOP SECRET is operating the terminal identification code will be shown.

UNIT

M

Enter up to six characters and/or spaces which identify the office component or person responsible for handling any error messages issued by the system.

NOTE:  Do not enter a space in the first position of this field.

Select the appropriate screen to enter the information.

1= SJDR (Survivor Jurisdiction Determination)
2= OPRS (Overpayment Response)
4= DETH (Death of Beneficiary)
5= CASH (Cash Collection)
6= CNCK (Cancelled Check)
7= OBRS (Alert Resolution)
8= TRFI (Trust Fund Transfer)
9= KCRS (Kill Credit Response)
     

NOTE:   If option 1 selected, the bottom of the RCRT screen will be used to indicate which agency has jurisdiction of survivors benefits.

SOCIAL SECURITY NUMBER

M

Enter the individual's social security claim account number. The SSN entered here will be shown on all screens selected from this menu.

BENEFICIARY CODE (BIC)

M

Enter the individual's beneficiary identification code. Use valid SSA beneficiary identification codes (e.g., A, HA, B2, HB2, C2, HC2, etc.). The BIC entered here will be shown on all screens selected from his menu.

NOTE:  If BIC is only one character, leave the remaining space in this field blank.

  • If RRB has responsibility to certify the Social Security benefit to Treasury, enter “1”.

  • If SSA has responsibility to certify the Social Security benefit to Treasury, enter “2”.

NOTE:  If type of screen selected is 1=SJDR, this field is mandatory.
