RS 02001.515 General Coverage Rule for Employment - U.S. French Agreement

A. POLICY PRINCIPLE

1. General (Territoriality) Rule

Under the agreement, a person's employment in a country is ordinarily subject to the laws on coverage of only that country. A person working in employment which would otherwise be covered under the laws of both countries therefore remains covered only under the laws of the country where the work is performed.

2. Exceptions

The agreement provides several exceptions to the territoriality rule which are designed to ensure that a worker is covered under the system of the country to which he or she has the more direct connection.
