RS 03001.100 Northern Mariana Islands Social Security System

A. Background

The Northern Mariana Islands are Saipan, Tinian and Rota. The Northern Mariana Islands Social Security System (NMISSS) merged with SSA on January 1, 1987. NMISSS benefits were based on work performed in the Northern Mariana Islands from 1968 through 1986.

B. Policy

For initial awards and post-entitlement events follow these rules:

  • Beneficiaries who were eligible and entitled before 1987 under NMISSS rules continue to be subject to those rules for post-entitlement events, unless regular SSA Title II rules are more beneficial.

  • Beneficiaries who were eligible before 1987 but entitled after 1986 are subject to whichever rules are most beneficial to the claimant.

  • Beneficiaries who are eligible and entitled after 1986 are always subject to regular SSA Title II rules.

C. Procedure

All beneficiaries entitled after 1986 under Title II rules appear on the MBR.

All NMISSS records with at least one beneficiary in an active LAF status are also on the MBR. The Special Message field on the MBR identifies them.
