DI 60010.010 Youth Transition Exploration Demonstration (YTED) Participants

A. Documenting YTED Participation

Every month, the Income Security Policy (ISP)gathers a list of participants who enrolled in or withdrew from YTED.  This list is sent to the Field Operations Performance (FOP) Division contact (listed in DI 60010.005E). For SSI recipients who enroll in YTED, the FOP contact sends the monthly project participation information to the appropriate Field Offices (FO) of jurisdiction. The FO technician inputs the data into the Disability Control File (DCF) and Supplemental Security Record (SSR) in the Consolidated Claims Experience (CCE).

 

The FOP contact will provide the FO with monthly project participation information and will maintain an updated list of participants. If a YTED participant does not appear on the list, FO technicians should immediately alert the FOP contact to confirm the participant's status. Once participation is confirmed, the FOP contact will provide the FO with the project participation information to input into the DCF and SSR Special Message (listed in DI 60010.010B)

NOTE: 

YTED waivers apply only to participants in the treatment group. The list of participants sent by the FOP contact to the FO includes only those in the treatment group. As a result, the FO does not need to distinguish between treatment and control group participants.

The YTED waivers are effective beginning the first month of project participation. Any wages earned during this initial month will be exculded in accordance with the waiver guidelines.

YTED participation does not stop when a participant moves out of an area served by the YTED program. The participant who moves out of the area should inform the YTED program and the new servicing field office. If a claimant alleges participation in YTED but resides outside of the Greater Philadelphia area, the FO should contact the FOP Division to verify participation in the YTED.

B. Procedures

  1. 1. 

    YTED participants who apply for benefits

    The waiver will not affect initial claims, and SSA will consider income and resources as it normally does. The YTED participant list will include only individuals with current entitlement to SSI benefits, not those filing an initial claim.

    FO technicians input the project participation information into CCE during the initial claim.

    1. a. 

      Create Report of Contact (DRCO)

      Document the DROC with the following information:

      • YTED participant

      • YTED start date (date of YTED enrollment)

      • YTED evidence submitted by claimant

      • YTED POMS DI 60010.000

    2. b. 

      SSR Special Message Page Inputs

      • These procedures are only for participants coded as YTED.

      • Update YTED MMYY in the Case Characteristics Code (CG) field (where MMYY is the start month of YTED enrollment). For example, YTED 0925 would indicate that the claimant enrolled in YTED in September 2025. The CG field must be 4 characters.

        NOTE: 

        Every YTED participant must have this entry. It is important for the demonstration research that the CG field is not overlaid by a subsequent input.

      • Update the following in the Remarks field, "YTED waiver case - special income exclusions – See DROC - retain this remark until 12/31/2028."

    For SSI recipients who participate in YTED

    On a monthly basis, the FOP contact sends the project participation list to FO technicians. They should input the information into the SSR Special Message page and DCF. Follow the SSR Special Message page instructions listed in DI 60010.010B.1.b and DCF input instructions below:

    DCF Input

    • Select Option 32 from SSA Main Menu in PCOM.

    • Select Option 16 from CDR Selection Menu (MCDR).

    • Input DY in the Demo Indicator Field. DY is the demonstration code for YTED.

    • Input the MMDDYYYY in the Participation Start Date field where the MMDDYYYY is the month, day, and year the individual enrolled in the YTED.

    • Input the MMDDYYYY in the Participation Stop Date field where the MMDDYYYY is the month, day, and year the participant is no longer eligible for the YTED waivers. All participations terminate on December 31, 2028. Exceptions may include voluntary withdrawal or death. Mathematica will notify the SSA when it learns of withdrawals.
