Appropriate State agencies have certified the following providers of Home Energy Assistance
(HEA) and Support and Maintenance Assistance (SMA). These are blanket certifications,
meaning that all HEA/SMA provided SSI recipients by these agencies meets the exclusion
requirements specified in SI 00830.605. Exclude all HEA or SMA received from these organizations or specific programs based
on the claimant's allegation of receipt.
A blanket certification will be made when all the assistance provided by the organization
or specific program meets the HEA/SMA exclusion criteria; e.g., soup kitchens or a
specific heating assistance program administered by a public utility. However, there
are organizations that provide a variety of assistance programs, some of which do
not fall in the HEA/SMA exclusion category. When that is the case, and the State determines
the particular assistance received by the claimant meets the exclusion criteria, it
will certify that individual only.
If an SSI recipient alleges receiving HEA/SMA, and the provider is not listed below,
contact the Center for Program Support (CPS). Please provide the name, address and
telephone number of the provider, the specific assistance program if applicable, and
the name and Social Security Number of the claimant.
CPS will contact the appropriate State agency for certification. Exclude assistance
that might meet the requirements for State certification pending certification per
SI 00830.605D.3.
