Social security beneficiaries living outside the United States who are not enrolled for SMI are not contacted during a GEP. Such contacts would encourage enrollment by many individuals who would not receive benefits under the program.

However, if correspondence is received during the GEP from a beneficiary wishing to enroll and they qualify, the module HI-SMI clerk will prepare a dummy form HCFA-40F for submittal to EAM and forward the folder to files or the next work station indicated.
