To be eligible for deemed insured HI, an individual must be a U.S. resident, as defined in section 210(i) of the Act, and be either:

  a U.S. citizen, or

• •

  an alien lawfully admitted for permanent residence who has resided in the U.S. continuously during the 5 years preceding the month the individual effectively applies for HI.
