Although not defined in POMS, we can think of a notice as a personalized, written
letter that we send to the public. We use notices to:

give a person our decision or decisions about applications or benefits,

tell someone about their rights and their responsibilities under our programs,

inform a person about his or her appeal rights, changes in status, or provide information
that is important to them.
Our notices are legal documents.
