A. Purpose
This emergency message (EM) provides guidance regarding changes to sex data on the NUMIDENT. Effective immediately, we can no longer process changes to the sex field on the NUMIDENT.
B. Background
An individual’s sex data is male (M) or female (F). In accordance with the recent Presidential Actions under Executive Order, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to The Federal Government, sex field data changes on the NUMIDENT (e.g., M to F or F to M) must not be accepted or processed.
C. Field Office Processing Instructions
Effective with the publication of this EM, explain to individuals requesting a change to the sex field on their NUMIDENT, that we cannot change or process their request. Provide written notification of why the request to change the NUMIDENT record cannot be processed, see RM 10212.200.B.5. In the Social Security Number Application (SSNAP) select “Other” and annotate, “SSA is unable to process changes to the sex field.”
If the applicant requests a replacement card with changes to fields other than the sex field, follow normal processing instructions in RM 10212.200.
If the applicant requests a replacement card with no changes, follow normal processing instructions in RM 10205.015 (Minimum Requirements to Complete an Application for a Social Security Card).
NOTE: To correct a prior keying error in the sex field, follow normal processing instructions in RM 10215.051.
D. National 800# Call Center Instructions
If an individual contacts the national 800# call center to inquire about changing the sex field on the NUMIDENT, advise the caller we are not able to accept or process a sex field change.
If the caller requests a SSN replacement card with no changes, see TC 31001.030 (Requests for Form SS-5 Routine).
Direct all program-related and technical questions to your Regional Office (RO) support staff using vHelp or Program Service Center (PSC) Operations Analysis (OA) staff. RO support staff or PSC OA staff may refer questions, concerns or problems to their Central Office contacts.
