Background

International Direct Deposit (IDD) service is a joint effort between our agency and the Federal Reserve Bank of Kansas City (FRBKC). Per instructions from the Department of the Treasury, we updated the requirements when coding bank data into ITS.gov for the countries of Morocco, France, Ireland, Anguilla, and Antigua & Barbuda. We formatted the enrollment instructions per plain language guidelines for accuracy and consistency within our POMS.

 

Summary of Changes

GN 02402.297 Coding Morocco Bank Data on the Master Beneficiary Record (MBR)

We re-formatted subsections A, B, C, D, E, F, and G, as per our IDD POMS template. We formatted paragraphs per plain language guidelines and updated ITS.gov coding requirements per Treasury guidelines (subsection F). We added references to subsection H.

 

GN 02402.301 Coding France Bank Data on the Master Beneficiary Record (MBR)

We modified the POMS title and added subsections A (Background) and H (References) for consistency with our IDD POMS and re-formatted subsections A, B, C, D, E, F, and G, as per our IDD POMS template. We formatted paragraphs per plain language guidelines and updated ITS.gov coding requirements per Treasury guidelines (subsection F). The hyperlink for the IDD enrollment form in subsection H was removed because it already appears in subsection B.

 

GN 02402.303 Coding Ireland Bank Data on the Master Beneficiary Record (MBR)

We modified the POMS title and added subsection A and re-formatted subsections B, C, D, E, F, and G for consistency with our IDD POMS. GN 02402.297 Coding Morocco Bank Data on the Master Beneficiary Record (MBR)

A. Background for coding Morocco bank data

This section describes how to code bank data for international direct deposit (IDD) of Title II benefits to a financial institution (FI) in Morocco. We store IDD bank data on the MBR in the same fields used for United States (U.S.) direct deposit.

Special coding identifies the data as a Morocco direct deposit and allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Morocco to the beneficiary's local FI.

If you receive an IDD request in a U.S. domestic (i.e., non-border) field office (FO), forward appropriate information to the Office of Earnings and International Operations, (OEIO, DIO) for processing.

B. How we receive IDD bank data

We receive requests to input bank data by mail, phone, or fax in the following formats:

  • Blank check;

  • SSA-1199-OP58 International Direct Deposit Sign-Up Form for Morocco; or

  • Any document that contains required banking information.

If upon receipt of the information, there are any discrepancies, follow instructions

C. Multi-country contract

The processing FI in Morocco has prefix "68" at the beginning of the Routing Transit Number (RTN). The first letter of the Depositor Account Number (DAN) field has the letter “R” assigned to Morocco.

D. Overview of IDD for Morocco

IDD payments sent to Morocco must be in Moroccan Dirham (MAD) accounts at local FIs. The beneficiary must provide complete information to DIO or the Federal Benefits Unit (FBU) for input. DIO faxes incomplete forms to the FBU that serves Morocco. The FBU contacts the beneficiary or FI for the additional information.

E. Description of IDD bank data for Morocco

The data for coding IDD for Morocco comes from banks determined by the FRBKC. The bank data on the MBR reflects 27 characters including the country code of R.

IMPORTANT: Because the DAN field can only hold up to 16 digits, complete bank information must be coded in ITS.gov for each beneficiary. Additional characters may be required for the IDD payment to process. Therefore, technicians must follow a two-step process to avoid payment rejection:

  1. 1. 

    Input all IDD bank data in ITS.gov, as outlined in Section F; and

  2. 2. 

    Input the allowable number of characters via SSA systems to update the MBR.

F. Procedure for coding Morocco bank data

The FRBKC relies on SSA to provide the complete bank data to ensure correct posting of payments to a customer’s account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to SSA.

You may establish or change IDD bank data for Morocco using an SSA system (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)).

You must then go to ITS.gov to enter the following data:

  • first and last name of the beneficiary

  • payee indicator

  • enrollment status

  • country

  • account type

  • account ownership

  • 24-digit Relevé d'Identité Bancaire (RIB)

  • Society for Worldwide Internet Financial Telecommunication-Business Identifier Code (SWIFT-BIC)

  • beneficiary address

1. RIB format description

The format for the 24-digit RIB consists of the following information used for the foreign routing number:

  • 3-digit bank code

  • 3-digit location or branch code

  • 16-digit account number

  • 2-digit check number

The technician must enter the entire 24-digit RIB into the Account Number field in ITS.gov.

Additionally, enter the bank code in the bank code field and the branch code in the branch code field in ITS.gov.

2. Obtain SWIFT-BIC code from the FI

The SWIFT code contains a minimum of 8 characters and a maximum of 11 characters:

  • First four characters - bank code (alpha only);

  • Next two characters - ISO 3166-1 alpha-two country code (alpha only);

  • Next two characters - location code (alpha and numeric) (passive participant have "1" in the second character); and

  • Last three characters - branch code, optional ('XXX' for primary office) (alpha and numeric).

3. Process initial award

You must update ITS.gov with the bank account information prior to processing an initial award to ensure that the beneficiary receives payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment rejects and returns to our agency.

4. Add or update bank data using SSA systems

When you add or update IDD bank data using an SSA system (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

  • use procedures outlined in the following chart when processing within four business days of the current operational month (COM) cutoff date.

  • 3-digit branch code (digits 4 through 6 of the RIB); and

  • U.S. check digit code obtained through Title II Interactive Comps.

  • “S” for savings; or

  • “C” for checking.

If the beneficiary does not indicate an account type, use a “C” for checking account.

To code the DAN for Morocco, code as follows:

  • Start with a country code of "R"

  • 16 digits of the 24-digit account number (from the RIB)

You must take action on the same business day to enter into ITS.gov all the information listed in GN 02402.297F.

You must access ITS.gov or ask a co-worker to update the required information into ITS.gov.

REMINDER: When information is not available, FRBKC rejects the payment and returns it to our agency.

G. Example of coding Morocco direct deposit

The customer provides us with a signup form for Morocco containing the account number: 123456789012345678901234 (entire RIB).

1. Derive the RTN

The technician enters the information for the RTN.

  • Code the prefix of 68;

  • Code the 3-digit bank code: 123 (from RIB);

  • Code the 3-digit branch code: 456 (from RIB);

  • Code the U.S. check digit (i.e., 4) (obtained from the Title II interactive comps from the Main Menus 07/Sub Menu 16); and

  • Code the account type as a “C” for checking or an “S” for savings. If no account type indicated, use a “C” for checking.

2. Derive the DAN

The technician codes the DAN.

  • Start with a country code of "R" designated for Morocco; and

  • Code 16 digits of the 24-digit account number: 7890123456789012.

DIO will fax incomplete forms to the (FBU) that serves France. The FBU contacts the beneficiary or FI for additional information.

E. Description of France IDD bank data

The data for coding IDD for France will come from the International Bank Account Number (IBAN) provided to the beneficiary from his or her FI. The IBAN will be 27 characters. Technicians will use the IBAN to derive the RTN and Depositor Account Number (DAN) when processing an IDD request.

IMPORTANT: Because the DAN field can only hold up to 16 digits, complete bank information must be coded in ITS.gov for each beneficiary. Additional characters may be required for the IDD payment to process. Therefore, technicians must follow a two-step process to avoid payment rejection:

Secure IBAN and SWIFT-BIC coding from the beneficiary at the time of filing. The FBU inputs an initial IDD claim if the beneficiary elects the option of direct deposit. All initial IDD claims that an FBU takes for France require input into ITS.gov and an SSA system (i.e. MCS, MACADE, etc.) on the same day. You must complete all initial claims that the International Benefits Office (IBO) takes. You must input all initial claims involving France IDD into ITS.gov and an SSA system (i.e. MCS, MACADE, etc.) on the same day.

NOTE: If there is dire need or hardship involved, advise the beneficiary of the option of initiating payment via a paper check. Inform the beneficiary that the bank may charge for cashing the check. If the beneficiary chooses the option of paper check, the FBU documents and processes the initial claim.

3. Add or update bank data using SSA systems

When you add or update IDD bank data using an SSA system (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

  • use procedures outlined in the following chart when processing within four business days of the current operational month (COM) cutoff date.

  • The first 2 characters of the France IBAN are “FR,” the International Organization for Standardization (ISO) country code.

  • The third and fourth characters are the IBAN check digit. The technicians should never code the IBAN country code or check digit to the MBR.

  • The next 5 characters represent the bank code.

  • The next 5 characters represent the branch code.

  • The next 11 characters represent the account number.

  • The last 2 digits are the RIB Key (CIRIB) not coded for IDD.

  • Code the multi-country prefix: 56

  • Code the 5-digit bank code: 20041

  • Code the first digit of the branch code: 0

REASON: Beneficiaries in Ireland can only receive IDD payments in EUR accounts.

If yes, go to step 5.

To derive the 9-digit RTN for Ireland, code as follows:

  • Multi-country prefix of "54" for Ireland IDD;

  • 6-digit Branch Sorting Code number. If the beneficiary gives you only the name and address of the financial institution, look up the code in the latest version of the “Sorting Code Numbers” directory. Do not code the dashes.

A. Background for coding Anguilla bank data

This section describes how to code bank data for international direct deposit (IDD) of Title II benefits to a financial institution (FI) in Anguilla. We store IDD bank data on the MBR in the same fields used for U.S. direct deposit.

Special coding identifies the bank data as a Anguilla direct deposit. This allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Anguilla to the beneficiary's local FI.

If you receive an IDD request in a U.S. domestic (i.e, non-border) field office (FO), forward all appropriate information to the Office of Earnings and International Operations, (OEIO), Division of International Operations (DIO) to process.

We receive requests to input bank data by mail, phone, or fax in the following formats:

  • Blank check;

  • SSA-1199-OP1 International Direct Deposit Signup Form for Anguilla; or

  • Any document that contains required banking information.

Citibank is the processor bank for IDD to several countries, including Anguilla. All Caribbean countries for which Citibank is the processor bank have a prefix of "70" at the beginning of the Routing Transit Number (RTN) and an assigned letter in the first position of the Depositor Account Number (DAN). The letter assigned for Anguilla is “A.”

D. Overview of IDD for Anguilla

IDD payments sent to Anguilla must be in Eastern Caribbean dollar (XCD) accounts at local FIs. The beneficiary must provide complete information to DIO or the Federal Benefits Unit (FBU) for input. DIO faxes incomplete forms to the FBU that serves Anguilla. The FBU contacts the beneficiary or FI for the additional information.

E. Description of Anguilla IDD bank data

The data to code IDD for Anguilla comes from banks determined by the FRBKC. The bank data on the MBR reflects 22 characters including the country code of "A."

The FRBKC relies on us to provide the complete bank data to ensure correct posting of payments to a customer’s account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to our agency.

You may establish or change IDD bank data for Anguilla using an SSA system (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)).

You must then go to ITS.gov to enter the following data:

  • account type

  • account number (up to 12 digits)

  • 3-digit bank code

  • 5-digit branch code (also known as the Transit Number)

  • beneficiary address (no P.O. Box allowed)

The SWIFT code contains a minimum of 8 characters, and a maximum of 11 characters:

  • next two characters - ISO 3166-1 alpha 2 country code (alpha only);

  • next two characters - location code (alpha and numeric) (passive participants have "1" in the second character); and

  • last three characters - branch code, optional ('XXX' for primary office) (alpha and numeric).

2. Process initial award

You must update ITS.gov with the bank account information prior to processing an initial award to ensure that the beneficiary receives payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment rejects and returns to our agency.

3. Add or update bank data using SSA systems

When you add or update IDD bank data using SSA system (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

  • use procedures outlined in the following chart when processing within four business days of the current operational month (COM) cutoff date.
