Background

International Direct Deposit (IDD) service is a joint effort between our agency and the Federal Reserve Bank of Kansas City (FRBKC). In accordance with instructions from the Department of the Treasury, we implemented a new IDD procedure for the country of Benin. Additionally, for enrollments in Sweden, the International Bank Account Number (IBAN) is now required. To align with new global standards, IDD payments processed through the International Treasury Services (ITS) will also require an updated address format.

Summary of Changes

GN 02402.308 Coding Swedish Bank Data for the Master Beneficiary Record (MBR)

We updated the country name to Sweden for accuracy and consistency within our POMS. We replaced Office of Earnings and International Operations with the International Benefits and Processing.

Subsection E, We update this section per updated enrollment requirements provided by Treasury.

Subsection F, We added the new address format required to enroll individuals into ITS.gov. We reformatted to chart and parts of the subsection to reflect the updated enrolment instructions.

GN 02402.308 Coding Sweden Bank Data for the Master Beneficiary Record (MBR)

A. Background for coding Sweden bank data

IMPORTANT: Because of the complexities of banking in Sweden, the Financial Institutions (FIs) sometimes delete essential digits from the bank data or include digits that are not used for electronic funds transfer. The Federal Benefits Unit (FBU) in Norway is experienced in reviewing the data for possible errors and contacting the FI if there is a question. Therefore, all IDD coding for Sweden will be done or reviewed by the FBU in Oslo, Norway.

This section describes how to code bank data for direct deposit of Title II benefits to a bank in Sweden. The bank data will be stored on the MBR in the same fields as are used for U.S. direct deposit. Special coding identifies the data as Sweden IDD and allows benefit payments to route through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Sweden to the beneficiary's FI.

The data for coding Sweden IDD may come from a signup form for Sweden (see GN 02402.308B) or from the equivalent information received by mail, phone, fax, or E-mail.

If you receive an IDD request in a U.S. domestic (i.e, non-border) field office (FO), forward all appropriate information to International Operations (IO), International Benefits and Processing (IBP). IBP will then send the information to the FBU in Oslo, Norway to process the IDD enrollment.

B. How we receive IDD bank data

We receive requests to input bank data by mail, phone, or fax in the following formats:

  • Blank check;

  • SSA-1199-SW International Direct Deposit Signup Form for Sweden; or

  • Any document that contains required banking information.

C. Multi-country contract

The processing FI in Sweden will have a prefix of 57 at the beginning of the Routing Transit Number (RTN).

D. Overview of IDD for Sweden

IDD payments sent to Sweden must be in Swedish krona (SEK) accounts at local FIs. The beneficiary must provide complete information to IBP or the Federal Benefits Unit (FBU) for input. IBP faxes incomplete forms to the FBU that serves Sweden. The FBU contacts the beneficiary or FI for the additional information.

E. Description of Sweden bank data

The data to code IDD for Sweden comes from the International Bank Account Number (IBAN) provided to the beneficiary from his or her FI. The full length of the IBAN for Sweden consists of 24 characters.

F. Procedure for coding Sweden bank data

The FRBKC relies on us to provide the complete bank data to ensure correct posting of payments to a customers account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to our agency.

You may establish or change IDD bank data for Sweden using an SSA system (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)).

You must then go to ITS.gov to enter the following data:

  • first and last name of the beneficiary;

  • payee indicator;

  • enrollment status;

  • country;

  • account type;

  • account ownership;

  • account number;

  • beneficiary address - NOTE: Enter the beneficiary’s address in this format: SE/Town/Name. Start with the ISO country code for Sweden (SE);

  • reclamation country;

  • IBAN;

  • Society for Worldwide Internet Financial Telecommunication (SWIFT).

1. Obtain SWIFT-BIC code from the FI

The SWIFT code contains 8 characters:

  • First four characters - bank code (only letters);

  • Next two characters - ISO 3166-1 alpha-two country code (only letters);

  • Next two characters - location code (letters and digits) (passive participants have "1" in the second character).

2. Process initial award

Prior to processing an initial award to ensure that the beneficiary receives payment you must update the bank account information ITS.gov. When the payment is processed, the payment rejects and returns to our agency if the complete bank account information is not in ITS.gov.

3. Add or update bank data using SSA systems

When you add or update IDD bank data using an SSA system (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

  • use procedures outlined in the following chart when processing within four business days of the current operational month (COM) cutoff date.

    If the beneficiary does not indicate an account type, use a “C” for checking account.

G. Example of coding Sweden direct deposit

The customer provides us with a signup form for Sweden containing the following account number: "SE4550000000058398257466".

  • The first character of the IBAN is "SE", it represents the International Organization for Standardization (ISO) country code.

  • The third and fourth characters of the IBAN are the IBAN check digit. Never code the IBAN country code or check digit to the MBR.

  • The fifth through seventh characters of the IBAN represents the bank code.

  • The last 17 digits of the IBAN represent the account number.

The technician enters the information for the RTN.

  • Code the RTN: 570000006

  • Code the type of account as a C for checking or an S for savings. If no account type indicated, use a C for checking.

GN 02402.317 Coding British Virgin Islands Bank Data on the Master Beneficiary Record (MBR)

A. Background for coding British Virgin Islands bank data

This section describes how to code bank data for direct deposit of Title II benefits to a financial institution (FI) in British Virgin Islands. The bank data will be stored on the MBR in the same fields as are used for U.S. direct deposit.

Special coding identifies the data as direct deposit for the British Virgin Islands. This allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in British Virgin Islands to the beneficiary's local FI.

If you receive an IDD request in a U.S. domestic (i.e, non-border) field office (FO), forward all appropriate information to International Operations (IO), International Benefits and Processing (IBP) to process.

C. Multi-country contract

Citibank serves as the processor bank for IDD to several countries, including British Virgin Islands. All Caribbean countries for which Citibank is the processor bank have a prefix of 70 at the beginning of the routing number (RTN), and an assigned letter in the first position of the Depositor Account Number (DAN). The letter assigned for British Virgin Islands is "G".

D. Overview of IDD for the British Virgin Islands

IDD payments sent to the British Virgin Islands must be in U.S. dollar (USD) accounts at local FIs. The beneficiary must provide complete information to IBP or the Federal Benefits Unit (FBU) for input. IBP faxes incomplete forms to the FBU that serves the British Virgin Islands. The FBU contacts the beneficiary or FI for additional information.

E. Description of British Virgin Islands Bank Data

The data for coding IDD for the comes from banks determined by the FRBKC. The bank data on the MBR consists of 22 characters including the British Virgin Islands country code of "G".

  • A bank code of 9 digits (a zero, a 3-digit bank code, and a 5-digit branch code); and

  • An account number of up to 12 characters.

F. Procedure for coding British Virgin Islands IDD bank data

The FRBKC relies on SSA to provide the complete bank data to ensure correct posting of payments to a customer’s account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to our agency.

You may establish or change IDD bank data for British Virgin Islands using an SSA system (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)).

You must then go to ITS.gov to enter the following data:

  • first and last name of the beneficiary;

  • payee indicator;

  • enrollment status;

  • country;

  • account type;

  • account ownership;

  • Society for Worldwide Interbank Financial Telecommunication - Business Identifier Code (SWIFT-BIC);

  • beneficiary address – NOTE : Enter the beneficiary’s address in this format: VG/Town/Name . Start with the ISO country code for the British Virgin Islands (VG);

  • bank name;

  • bank address.

1. Obtain SWIFT-BIC code from the FI

The SWIFT code contains a minimum of 8 characters and a maximum of 11 characters:

  • First four characters - bank code (only letters);

  • Next two characters - ISO 3166-1 alpha-two country code (only letters);

  • Next two characters - location code (letters and digits) (passive participants have "1" in the second character); and

  • Last three characters - branch code, optional ('XXX' for primary office) (letters and digits).

2. Process initial award

Prior to processing an initial award to ensure that the beneficiary receives payment you must update the bank account information ITS.gov. When the payment is processed, the payment is rejected and returns to our agency if the complete bank account information is not in ITS.gov.

3. Add or update bank data using SSA systems

When you add or update IDD bank data using an SSA system (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

IDD payments sent to Israel must be in Israeli new shekel (ILS) accounts at local FIs. The beneficiary must provide complete information to IBP or the Federal Benefits Unit (FBU) for input. IBP faxes incomplete forms to the FBU that serves Israel. The FBU contacts the beneficiary or FI for the additional information.

E. Description of Israel IDD bank data

Israeli bank data consists of a total of up to 15 digits, as follows:

  • A Bank Code of 6 digits, beginning with zero (0).

  • An Account Number up to 9 digits.

F. Procedure for coding Israel bank data

The FRBKC relies on us to provide the complete bank data to ensure correct posting of payments to a customers account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to our agency.

You may establish or change IDD bank data for Comoros using an SSA system (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)).

You must then go to ITS.gov to enter the following data:

IMPORTANT: If the five digit bank code starts with any of the following two-digit prefixes - 37, 38, 49, 66, 74, 76, 81, 84, or 89, it is an IDD account for Palestine, and not Israel. Technicians must verify and use the correct consular code as specified in NL 01510.100.

The data to code Palestine IDD originates from banks determined by the FRBKC. The bank data on the MBR consists of 19 characters including the country code V designated for Palestine.

F. Procedure to code Palestine bank data

The FRBKC relies on us to provide complete bank data to ensure correct posting of payments to a customers account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to us. When you use one of our systems to establish or change IDD bank data for Palestine (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)), you must go to ITS.gov to enter:

IMPORTANT: If the five digit bank code starts with any of the following two-digit prefixes - 37, 38, 49, 66, 74, 76, 81, 84, or 89, it is an IDD account for Palestine. Technicians must verify and use the correct the consular code as specified in NL 01510.100.

  • account ownership;

  • account type;

  • beneficiary address - NOTE: Enter the beneficiary’s address in this format: PS/Town/Name. Start with the ISO country code for Palestine (PS);

  • beneficiary identification;

  • country;

  • enrollment status;

  • first and last name of beneficiary;

  • payee indicator;

  • bank address - NOTE: Enter the bank address in this format: PS/Town/Name. Start with the ISO country code for Palestine (PS).

  • 5-digit bank code.

    NOTE: Bank codes are usually 5 digits (2n-bank and 3n-branch). Bank code entered in ITS must be 6-digits. If a bank code is less than 6-digits, the technician must add leading zeros.

1. Process initial award

You must update ITS.gov with the bank account information before you process the initial award to ensure the beneficiary receives payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment rejects and returns to us.

2. Add or update bank data using our systems

When you add or update IDD bank data using one of our systems (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

  • use procedures outlined in the chart in this section when processing within four business days of the current operational month (COM) cutoff date.

GN 02402.486 Coding Benin Bank Data on the Master Beneficiary Record (MBR)

A. Background for coding Benin bank data

This section describes how to code bank data for international direct deposit (IDD) of Title II benefits to a financial institution (FI) in Benin. We store IDD bank data on the MBR in the same fields used for U.S. direct deposit.

Special coding identifies the data as a Benin direct deposit. This allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Benin to the beneficiary's local FI.

If you receive an IDD request in a U.S. domestic (i.e, non-border) field office (FO), forward all appropriate information to International Operations, (IO), International Benefits and Processing (IBP) to process.

B. How we receive IDD bank data

We receive requests to input bank data by mail, phone, or fax in the following formats:

  • Blank check;

  • SSA-1199 International Direct Deposit Signup Form for Benin; or

  • Any document that contains the required banking information.

C. Multi-country contract

The processing FI for Benin has a prefix of "73" at the beginning of the Routing Transit Number (RTN). The first letter of the Depositor Account Number (DAN) field has the letter “U” assigned for Benin.

IDD payments sent to Benin must be in West African franc (XOF) accounts at local FIs. The beneficiary must provide complete information to IBP or the Federal Benefits Unit (FBU) for input. You may establish or change IDD bank data for Benin using an SSA system (e.g. Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)).

You must then go to ITS.gov to enter the following data:

  • first and last name of the beneficiary;

  • payee indicator;

  • enrollment status;

  • country;

  • account type;

  • account ownership;

  • Society for Worldwide Interbank Financial Telecommunication - Business Identifier Code (SWIFT-BIC);

  • beneficiary address – NOTE : Enter the beneficiary’s address in this format: BJ/Town/Name . Start with the ISO country code for Benin (BJ);

  • bank name;

  • bank address.

1. Obtain SWIFT-BIC code from FI

The SWIFT code contains a minimum of 8 characters and a maximum of 11 characters - NOTE: If known, it is highly recommended to use all 11 digits..

  • First four characters - bank code (only letters);

  • Next two characters - ISO 3166-1 alpha-two country code (only letters);

  • Next two characters - location code (letters and digits) (passive participants have "1" in the second character); and

  • Last three characters - branch code, optional ('XXX' for primary office) (letters and digits).

2. Process initial award

Prior to processing an initial award to ensure that the beneficiary receives payment you must update the bank account information in ITS.gov. When the payment is processed, the payment rejects and returns to our agency if the complete bank account information is not in ITS.gov.

3. Add or update bank data using SSA systems

When you add or update IDD bank data using an SSA system (e.g. Post Entitlement Online System (POS), MACADE), you must:

  • update ITS.gov on the same day;

  • enter all POS direct deposit changes according to normal procedures;

  • use procedures outlined in the following chart when processing within four business days of the current operational month (COM) cutoff date.

  • "C" for checking.

If the beneficiary does not indicate an account type, use a “C” for checking account.

  • Start with a country code of "U" designated for Benin.

  • 16 digits of the up to 29-digit account number.

You must take action on the same business day to enter into ITS.gov all the information listed in GN 02402.486F.

NOTE: If the account number has more than 16 digits, you must code the entire account number in ITS.gov.

You must access ITS.gov or ask a co-worker to update the required information into ITS.gov.
