A. Purpose
This emergency message (EM) notifies technicians of the upcoming retirement of the lockbox service for programmatic remittances.
B. Background
In 2021, SSA implemented the use of a lockbox to add efficiencies in the agency’s processing of programmatic remittances. Lockbox banking is a remittance processing service provided by the Department of the Treasury, Fiscal Service (Treasury), and their financial agent, US Bank.
Currently, some overpayment notices route remittances to a designated US Bank P.O. Box:

Portland, OR 97228-9816
US Bank processes the payments received at this P.O. Box for the agency and deposits the funds directly into the Federal Reserve Bank.
C. Retirement of Lockbox Services
Effective September 30, 2026, as part of our commitment to comply with the requirements of Executive Order 14247, which requires agencies to transition away from paper check payments and retire lockboxes, the SSA Programmatic Remittance Lockbox #5480 will be retired.
