A. Purpose

This Emergency Message (EM) informs technicians that the Case Processing and Management System (CPMS) website was retired on 9/26/2025.

It also provides Field Office (FO) and/or Processing Center (PC) technicians with instructions on:


    · Temporary workaround for tracking Title XVI (SSI) ALJ reversals previously found in WebALJ;

    · Where to find information previously located in CPMS; and

    · How 9th Circuit States should process Chavez cases


B. Background

Field office (FO) and Processing Center (PC) technicians use CPMS daily to query pending medical and non-medical appeals from the Administrative Law Judge (ALJ) through Federal Court levels. When answering inquiries about pending claims or processing SSI ALJ reversals, FO technicians regularly access the following items in CPMS:


    · Current mailing address and phone number of the claimant

    · Diagnosis (DIG) codes

    · Onset date

    · Disposition Date

    · Approval/Disapproval of the attorney fee

    · Scheduling Status and Information


After 9/26/2025, FO technicians must use alternative methods to collect this required information and check the status and decisions at the Appeals Council (AC) level and Federal Court level appeals.

Additionally, WebALJ will not be updated with new cases until it can successfully pull the data without CPMS. This means until further notice, WebALJ cannot be used as a controlling mechanism for ALJ allowances for regional or field offices.

NOTE: While no new hearings level appeals or decisions will be added to CPMS after 9/26/2025, CPMS will remain available to query historical data.

C. WebALJ Workaround

WebALJ will not have the ability to receive new cases until a resolution is identified. In the interim, please identify and work your SSI ALJ reversals from your EDCS action items listing, which can be found in EDCS as well as WAC.

D. Instructions to obtain information previously found in CPMS

Medical Hearings
With the retirement of CPMS, the FO can obtain medical hearing status information by use of the Hearing Query Selection Screen (HEAR) located in the Queries link on the eView Case Documents tab.

Once you select “Queries”, select the “HEAR” tab at the top and then select the “View Only” button at the bottom:

You will then get a screen with the hearing status information:

Non-Medical Hearings:

The technician may view non-medical hearing information using the “queries” tab in the Electronic Non-Medical folder (ENM).

Refer to EM-21000 SEN REV 4 for more information about ENM.

Medical and Non-Medical Appeals Council (AC) and Federal Court level :

Below are some resources the technician can use to collect AC and Court level status and decision documentation:


    · Appeals Review Processing System (ARPS) – has the same look and functionality as CPMS. The technician can view AC and Court level pending and closed cases in this query.

    · eView (medical) – Once a decision is made, the technician can view decision data at all appeal levels by selecting the Case Data tab in eView.

    · Evidence Portal (non-medical) – AC and Court Level decision documentation will be stored in EP.

    NOTE: Beginning 9/27/2025, claimants can check their claims status through a MySSA account. Refer to MSS25-186 OTH to inform callers who are inquiring about the status of an appeal of this new feature.


E. Instructions for 9th Circuit States

In the 9th Circuit (Alaska, Arizona, California, Guam, Hawaii, Idaho, Montana, Nevada, Northern Mariana Islands, Oregon, Washington), the Chavez Acquiescence Ruling (AR) applies when there was a prior final ALJ or AC denial, or a partially favorable decision on the claimant’s previous claim under the same title of the Act. The Chavez AR does not cover fully favorable, withdrawal, abandonment, and other dismissal decisions. There is no limit as to how much time may have elapsed since the last ALJ/AC decision.

For technicians in 9th Circuit states:


    · Ensure all prior decisions are coded and documented on the paper SSA-3367 or the Electronic Disability Collect System (EDCS) 3367 disability report prior filing history per DI 11005.045 - Completing the SSA 3367.

    · Use the Court Case Flag in EDCS to alert the Disability Determination Services (DDS) that a claim requires application of the Chavez AR. EDCS does not have court-specific case flags, such as a flag specifically for the Chavez AR. In the remarks section of the flag enter, “Chavez Case - ALJ (or AC) decision(s) dated MM/DD/YYYY”.

        o IMPORTANT: Include the decision date of every prior ALJ or AC decision in the remarks section of the flag.
    · Chavez screening guide: use of the SSA-509 is optional; but it is strongly recommended to determine Chavez applicability. The SSA-509 is available in Uniforms through EDCS.

    · If there is a prior paper folder related to an ALJ decision, request it be sent to DDS per instructions in DI 11005.085 – Prior Claims Activity. If the prior paper folder is unavailable, the technician must obtain a copy of the ALJ or AC decision.

    · If records of the prior ALJ/AC decisions are not available, contact the claimant, their attorney/authorized representative, or the Office of Hearings Operations (OHO) to see if the prior decision can be obtained. If the claimant or their attorney/authorized representative cannot provide a copy of the decision, document this in the remarks section of the SSA-3367 in EDCS.


It is no longer necessary to scan an SSA-5002 (Report of Contact) as outlined in regional POMS DI SF11005.085 – Prior Claims Activity.
