In accordance with section 205(c)(2)(C)(i) of the Social Security Act, States are authorized to use the Social Security Number (SSN) in the administration of their driver’s license laws. We provide SSN verification to the State or Territory MVA to assist them in administering their driver’s licenses and identification card programs under the terms of a written agreement with the State or Territory MVA. Disclosure is permissible under the specific routine under the Master Files of SSN Holders and SSN Applications (60-0058) system of records.

We provide SSN verification to State or Territory MVAs via overnight Batch or through the Social Security Online Verification (SSOLV) process. For more information on the Batch and SSOLV systems, see GN 03314.155.B.

We provide SSN verification to State or Territory MVAs under the terms and conditions of a data exchange agreement with the State or Territory MVA, as detailed in GN 03314.150A in this section. State or Territory MVA officials should not contact field offices (FO) to receive SSN verification services for their administration of driver’s licenses and identification card programs. However, under the terms of the data exchange agreement, if the SSN and identifying information given to the MVA (through the electronic data exchange) does not match information in our records, the MVA should take the following steps before referring an individual to the FO:

  recheck its records to be sure that the original submission data has not changed (e.g., last name recently changed);

  recontact the individual to verify the data submitted is accurate; and

• •

  consult our Project Coordinator (identified in the data exchange agreement) to discuss options before any mass mailing occurs advising individuals to contact their local FO for resolution.
