RS 01404.220 Developing Prelag Wages for Members of Uniformed Services

A. Introduction

1. General

These instructions apply to all members of the uniformed services except for members of the Army and Air National Guard .

2. Army and Air National Guard

See RS 01404.215.

B. Procedure — Period Within 5 Years Prior to the Year of Filing

1. Forms W-2/W-2c

Request Forms W-2/W-2c from the claimant as a first step. RS 01403.041A.7. and RS 01403.042A.1.

2. Form SSA-7011-F4

Request Form SSA-7011-F4 from a military employer, if no Form W-2/W-2c is available, using guidelines in RS 01404.205D. and RS 01404.210.

3. Other

If the amount of wages cannot be determined with the development in 1 or 2, develop as in RS 01404.220C.

C. Procedure — Period More than 5 Years Prior to the Year of Filing

1. Forms W-2/W-2c

Request Forms W-2/W-2c from the claimant as a first step.

2. Evidence of Military Service

Request evidence of military service (e.g., DD Form 214, Report of Transfer or Discharge) from the claimant, if no Form W-2/W-2c is available, which should include the following:

  1. a. 

    dates of active service;

  2. b. 

    changes in rank or grade and dates of changes; and

  3. c. 

    total service for the period.

3. If Claimant Provides Evidence

Evaluate the evidence according to RS 01404.230, and establish wages per RS 01404.225.

4. If Claimant Cannot Provide Evidence

Request evidence according to guidelines in RS 01701.005, and establish wages per RS 01404.225.
