The Stewart B. McKinney Homeless Assistance Act provides for low-cost housing known as "safe havens" to certain homeless persons. The law provides exceptions to two SSI provisions for demonstration project participants:

  ineligibility due to residence in a public institution, and

• •

  chargeable in-kind support and maintenance.

Per SI 00520.625, individuals residing in a safe haven domicile will not be considered residents of a public institution nor be charged in-kind support and maintenance, to the extent that such support is provided as a result of a safe havens demonstration program.
