SI 00601.027 Title II Application as a Supplemental Security Income (SSI) Oral Inquiry

A. Introduction

Claims interviewers are responsible for discussing the Supplemental Security Income (SSI) program with title II applicants when the title II claimant is within 2 months of age 65 or alleges disability or blindness. See GN 00201.005E. and GN 00201.005F. for the specific policy and procedures to follow when taking a title II application.

NOTE: See instructions in GN 00204.055E.3.c for claimants who answer “yes” to the intent to file for SSI question on the internet (iClaim) application.

B. Policy

1. Oral inquiry established

The title II application filing date serves as an oral inquiry for SSI benefits whenever the claimant is within 2 months of age 65 or older, or alleges blindness or disability except as noted in GN 00201.005E. See GN 00204.007 for determining the application filing date.

2. Oral inquiry closeout

If the title II application serves as an oral inquiry for SSI per SI 00601.027B.1., the oral inquiry must be closed out.

NOTE: iClaim applicants filing for title II benefits receive SSI protective filing closeout language online, see GN 00204.055E.3. Any subsequent discussion about SSI could establish another oral inquiry if the criteria in SI 00601.025 are met.

C. Procedure

Follow the procedures in GN 00201.005F.2. for closing out the oral inquiry and for the documentation requirements.
