SI 02305.084 Developing Recipient Residence - Redeterminations (RZs)

A. Introduction

This section provides procedures for developing recipient allegations about residence during an RZ interview.

B. Description of RZs completed in the SSI Claims System

Opening a “REDETERMINATION” event in the SSI Claims System creates a “path” that will guide the interviewer to the appropriate screens to document recipient residence allegations and evidence.

D. Procedure

Develop allegations about recipient(s)' residences as follows:

1. If the recipient alleges no change in residence address

If the recipient alleges no change in residence address, ask the recipient what their address is then do the following:

  • If the address is on the SSR, do not develop change of address (COA) further.

  • If the address is not on the SSR, determine whether there was an unreported COA during the period of review.

  • IF YES, develop per instruction SI 02305.084E, if necessary.

  • IF NO, develop “temporary absence” per SI 00835.040.

2. If the recipient alleges a change in residence address

If the recipient alleges a change in residence address, ask the recipient what their address is then do the following:

  • If the address is on the SSR, do not develop COA further.

    NOTE: To determine living arrangements and in-kind support and maintenance (LA/ISM) issues for cases with a COA reported since a prior determination, the period of review for LA/ISM begins with the first day of the month the COA was previously reported. Absent evidence to the contrary, assume that breakpoints (SI 00835.510) were developed back to the prior determination.

  • If the address is not on the SSR, determine whether there was an unreported COA during the period of review.

  • IF NO, develop “temporary absence” per SI 00835.040.

  • Document the new address and dates of move.

  • Develop changes in LA ISM - SI 00835.500.

  • Document on a SSA-8006/F4 or a SSA-8008 or the appropriate SSI Claims System screens, if necessary. (In the SSI Claims System, a breakpoint requires a separate LA iteration.)

  • Develop residence for Medicaid and State supplementary payments per SI 01410.001.

  • Document appropriate optional State supplement variations per regional instructions.
