         Tax Withholding From Your Benefits 
         Since you are living outside the United States and are not a U.S. citizen, we have
            to withhold U.S. Federal income tax from your benefits. We will withhold this tax
            beginning with the benefits you will receive in  (1)  . The enclosed booklet explains more about this tax withholding. Let us know if you
            change your address, since it may change tax liability.
         
          
         Your Benefits While You Are Outside the U.S. 
         Certain things affect your benefits while you are outside the United States. For example,
            if you are under full retirement age and work more than 45 hours in any month, you
            may not be eligible to receive benefits, no matter how much you earn.
         
         We have enclosed a booklet to give you more information about things that affect your
            benefits while you are outside the United States. It also explains what you must report
            to us and how to report. Please read the booklet carefully.
