RM 10205.080 SSN Inquiry or Application Received for an Applicant Living Abroad

Process inquiries and applications for an SSN card received from persons (military
and civilian) living abroad in the same manner as applications received from outside
your service area. When all evidence is included with the application, process it
      to completion.

Do not process incomplete applications, i.e., those that require the mandatory in-person
interview and those for which no evidence or insufficient evidence is submitted.
