GN 01703.130 How to Handle Foreign Coverage Records Received Prior to Receipt of U.S. Claim in DIO

A. Introduction

Sometimes DIO receives coverage records from foreign agencies as the result of FSP or border FO requests prior to receiving the U.S. claim.

B. Procedure

Claims Specialist - Use the Workload Action Control (WAC) listings or the Paperless Processing Center (PPC) to determine if a U.S. claim has been filed and take the following action:

1. U.S. claim filed

If a U.S. claim has been filed, route the foreign coverage record to the foreign development holding file and diary for 45 days pending arrival of the U.S. claim in the modules.

Review the liaison form for any assistance request from the foreign agency. Forward such requests to the BET for processing and instruct the BET to route the folder to the foreign development holding file.

2. No U.S. claim filed

If no U.S. claim has been filed:

  • Determine if there is a claims lead. See GN 01703.060 - GN 01703.063 for guidance on claims leads.

  • Retain foreign earnings record for 60 days at which time it should be determined if a U.S. claim has been filed. (Often Canadian and Norwegian coverage records are received prior to receipt of the U.S. claim)

    If yes , see GN 01703.130B.1. above.

    If no , see below.

  • See GN 01703.410 for instructions on folder disposition if no claims lead exists or no U.S. claim is filed in 60 days.

  • Review the liaison form for any assistance request from the foreign agency. Forward such requests to the BET for processing.
