BOND Project is over

The BOND processing office L5R is no longer operating, access to the data required to make determinations is no longer available. All BOND decisions are final as beneficiaries are officially outside of their appeal period. Any reconsiderations should be considered automatic denials.

A. Pilot phase January 2011 through March 2011

Abt Associates (Abt) mailed letters to approximately 15,000 beneficiaries over this 3-month period to solicit volunteers for stage 2 of the Benefit Offset National Demonstration (BOND) project. If a beneficiary volunteered and was randomly assigned to a $1 for $2 treatment group, the BOND work continuing disability review (CDR) unit coded the disability control file (DCF), indicating that the beneficiary is a BOND participant. B. April 2011 through August 2011

Abt notified 80,000 beneficiaries of their automatic eligibility in the BOND project by sending a “good news” letter to each BOND participant in stage 1. The BOND work CDR unit coded the DCF, indicating that the beneficiary is a BOND participant. For a definition of a BOND participant, see DI 60099.015A.

C. April 2011 through September 2012

Abt actively recruited and enrolled volunteers for stage 2 by sending 20,000 letters each month until we reached 12,600 volunteers. The BOND work CDR unit codes the DCF indicating that the beneficiary is a BOND participant when a beneficiary volunteers to participate in the demonstration project and is assigned randomly to a $1 for $2 treatment group. We do not code the DCF for those randomly selected to the control group. For a definition of a BOND participant, see DI 60099.015A.
