SI 02310.017 DHS Match – Voluntarily Leaving the United States (I8 Diary)

A. Background

This match begins in July 2005, with the first diaries and alerts generated at the beginning of August 2005. The match is performed monthly. The match generates an I8 diary.

SI 02301.225 explains when absences from the U.S. affect SSI eligibility. SSI recipients are required to tell SSA when they leave the U.S. for 30 or more consecutive days or a full calendar month. Although most recipients do report when they leave the U.S., some do not, and continue receiving SSI payments while they remain out of the country.

Permanent resident aliens who plan to leave the U.S. and preserve their right to reenter the U.S. after an absence of 1 year or, in some cases up to 2 years, apply to the Department of Homeland Security (DHS) for a reentry permit before leaving. Many permanent resident aliens also apply for reentry permits when they plan to be outside the U.S. for less than a year.

The alien applies for the reentry permit on DHS Form I-131 (“Application for Travel Document “). After DHS issues the reentry permit, it extracts information from the application for reentry permit and transmits it electronically to SSA for computer matching.

FOs are not expected to receive many alerts because DHS files are small.

B. Procedure

1. DHS Match – General

The match is conducted for cases in current pay status (C01), force pay (M01), and force due (M02).

The match is subject to the requirements of the Computer Matching and Privacy Protection Act (CMPPA) and SSA must attempt to verify the match data. See SI 02310.007.

Ask to see the person's passport. If the person has more than one passport, check all passports. Accept the alien's allegation that they did not leave the U.S. absent evidence to the contrary. (We may have received the alert prior to the person's departure, the person may have decided not to leave, or the report from DHS could be incorrect.) Do not contact DHS to confirm aliens' departure and reentry datesDHS is unable to confirm these dates.

2. Systems Control

This match is controlled by a diary (I8) on the PEODS system. The I8 diary posts to the diary field on the supplemental security record (SSR). It is a “priority diary” and may be a “limited issue”; see SI 02305.015. Duplicate records of the alerts are sent to the Management Information Storage Facility (MISF). D. Procedures - Clearance

1. Documentation

  • For MSSICS cases, document information as required by MSOM MSSICS 022.012 , Development Documentation (DDOC).

  • For non-MSSICS cases, record development in the “remarks” section of the SSR.

2. Clear the Diary

Delete the diary on the Update Diaries (UDIA) screen and complete the Build Transaction SSR process. See SM 01301.215 (List of Diaries and Alerts), MSOM BUSSR 002.019 (UDIA) and MSOM BUSSR 001.002 (BTS).
