RS 02650.132 Action If Unable to Establish Fact of Entitlement and/or Benefits Due a Beneficiary in Albania

A. Introduction

Claims and inquiries from individuals in Albania present unique problems because of the time which has elapsed since payments were last made to individuals in that country. In many cases, the claims folders are no longer available and/or the Master Beneficiary Record (MBR) does not contain sufficient or reliable historical information. Thus, it may be difficult to establish if an individual was entitled to benefits and/or what benefits, if any, are/were due that individual.

B. Procedure

If you cannot establish whether an individual was entitled to benefits and/or the amount of benefits due him/her, take action as shown below.

1. Unable to Establish Prior Entitlement

Ask the claimant to submit any evidence he/she has that a claim was filed or that entitlement existed if there is an allegation/evidence that a claim was filed and it cannot be located.

Take action if the claimant does not have sufficient evidence to establish entitlement or nonentitlement.

2. Unable to Establish What Payments Were Made

Ask the claimant to submit evidence of the date the beneficiary/deceased beneficiary left the United States and the date he/she entered Albania.

Take action as explained in RS 02650.132B.3. upon receipt of this information.

3. Referrals to OIP

Refer to DIPPA, OIP (by SSA-559 or similar routing form) any case in which it appears that a prior claim was filed and you are unable to:

  • locate either a claims folder or an MBR, and this is necessary to process the claim or inquiry;

  • determine when the payments to the beneficiary were suspended; or

  • determine what payments are due the beneficiary.
