DI 11020.010 Childhood Disability Benefit (CDB) Applications
A. Securing a CDB Application
Take a new CDB application on the Modernized Claim System (MCS) along with the SSA-3368-BK and SSA-3367 in the following situations:
An initial claim for child's insurance benefits is filed, the child is age 17 1/2 or older, and alleges a disability.
A subsequent claim for child's insurance benefits is filed, the child was correctly terminated at age 18 or later, and the child is now filing based on a disability that began after the prior benefits were terminated.
A subsequent claim for child's insurance benefits is filed, the child was terminated at age 18 or later, and the child is now filing more than 4 years after the termination, based on a disability that began prior to termination.
To determine if the claim can be entered into the Electronic Disability Collect System (EDCS), see
If the claim is an EDCS exclusion, see DI 81010.030 “Certified Electronic Folder (CEF) Exclusions and Limitations”.
For additional information about applications for child's benefits and for instructions that apply to CDB cases, see
NOTE: If the number holder (NH) is filing for Disability Insurance Benefits (DIB) or Retirement Insurance Benefits (RIB), defer taking and developing the CDB claim, like the other auxiliaries, until the NH is found disabled or the RIB is adjudicated.
B. Systems Processing
Attempt a Pre-Adjudicative Earnings Record in MCS/Earnings Computation (EC).
If your claim will not be processed in MCS/EC, input an SSA-1418 SSA Claims Control System (SSACCS) Update to “establish” SSACCS control (see DI 11010.020 and SM 00424.005).
Transmit an SSA-1418 SSACCS Update to show the CDB has been forwarded to Disability Determination Services (DDS).
