DI 21501.001 through DI 21501.270 contain the material that defines disability and blindness under the approved State
welfare plans as in effect for October 1972. Where, in adjudicating disability and
blindness in title XVI conversion cases, a determination must be made as to whether
disability or blindness under a State plan continues to exist, it is the definition
in the State plan that must be applied.
The material in DI 21501.001 through DI 21501.270 provides the definition of permanent and total disability and blindness extracted
verbatim from the State plans. Also provided are the State manual section numbers
and titles and any pertinent cross-references. The documentation requirements under
title XVI govern in making determinations under both the Federal and State plan definitions
of disability and blindness.
