DI 26010.035 Completing Item 21 (VR Action) on the SSA-831 for Title II and Title XVI Cases

It is no longer necessary to code Item 21 Vocational Rehabilitation (VR ACTION) on Form SSA-831. The Ticket to Work Program eliminated the need for DDS vocational referral screening. Ticket to Work procedures tell the DDSs to no longer refer cases for vocational rehabilitation. (See DI 55001.001, “Ticket to Work and Work Incentives Improvement Act of 1999 (P. L. 106-170) – Overview”).

Public Law 106-170 also eliminated the requirement to refer visually impaired claimants to the State Blind Agencies.

We are required to continue to refer Title XVI recipients who have not attained age 16 to the appropriate State agency administering the State program under Title V of the Act.

NOTE: The National Disability Determination Services System (NDDSS) was changed to preclude the entry of VR referral coding with the exception of “N” (Not referred for Vocational Rehabilitation), and “C” (Child Claimant Referred to State Agency Responsible for Administering the Title V Agency Program in the State). Neither of these codes is shown on Form SSA-831. The NDDSS inserts the code “N” on the database and displays it on a query response if the VOC field is left blank.
