SI 02310.015 Savings Security Instrument Match (SB Diary)

A. Description of match

This match detects ownership of savings security instruments (including U.S. Saving Bonds) by SSI recipients and deemors. This change in terminology is consistent with that now used by the Bureau of Public Debt (BPD). Savings securities can be either “definitive records” (paper bonds) or “book entry” (electronic records).

1. Comparison

The match compares SSI records in current pay and force due status with a payment greater than zero against BPD's savings security registration file. The match identifies currently owned series E and EE instruments issued after December 1973 and series I instruments which were first issued in September 1998.

2. Frequency of Match

For several years, SSA conducted a yearly computer match with BPD. The match was conducted in August of each year with alerts posted to the supplemental security record (SSR) in September and set on the Post Entitlement Operational Data Store (PE ODS) system in October.

Beginning in 1998, a second match was conducted in February of each year, with alerts posted to the SSR in March and set on PE ODS in April. Having the savings security match conducted every 6 months corresponds to BPD's schedule of updating the redemption value for savings security instruments (May through October and November through April) and provides SSA with more current data.

3. Generation of Alerts

The system generates an “SB” alert, controlled by PE ODS, for records in which the total redemption amount for all individuals on the record (eligibles and ineligibles) equals or exceeds $1,000 and was not alerted in the prior two matches.

B. Policy

The individual(s) whose name(s) appears on the instrument is/are the owner(s) regardless of the Social Security Number (SSN) shown on the instrument. (See SI 01140.240A.)

Do not release copies of the savings security alert to individuals unless ownership has been verified by BPD or the SSI recipient.

2. Alert Contents

  1. a. 

    The first line of the alert displays:

    • The housed-under number (HUN) for the record;

    • Total redemption value;

    • A code that indicates whether a CG field entry of RE21 (savings security instruments) appears on the SSR. The code is Y for yes or blank for no; and

    • The FO code.

  2. b. 

    The second line displays:

    • The SSN;

    • The State code; and

    • The name of the individual.

  3. c. 

    The third line displays:

    • Denom - Shows the denomination of the instrument.

    • Serial No. - The serial number of the instrument.

    • Series - Shows whether the series is “E”, or “EE”, or “I”.

    • Issue Date - The year and month the instrument was issued.

    • Value - The redemption value of the instrument as of the date in the Return Date field.

    • Book Account – The account number of a book entry security.

    • Return Date - The year and month in which the redemption value was calculated.

D. Procedure - coordination with other work

Coordinate savings security/savings bond match development with scheduled FO redeterminations (RZ) or other pending posteligibility activity (e.g., other interface alerts, continuing disability review, representative payee accounting).

REMINDER: Always apply AFI procedures by verifying financial account balances, regardless of any liquid resource allegation, when there is a resource-related diary present on an RZ or LI. For more information on verifying financial account balances, see SI 01140.206C.3.d.

E. Procedure - clearance

For purposes of these instructions, the term “savings securities” includes both paperless book entry securities and paper U.S. savings bonds.

1. Identify Records

Identify records with SB diaries by accessing the PE ODS system. Obtain an SSID to determine to whom the savings security data apply.

2. Contact Individual

a. Confirm Ownership

Contact the individual (i.e., recipient, payee, or deemor) according to the instructions in SI 02310.007B. to confirm instrument ownership.

b. Individual Agrees with Savings Security Data

Determine whether the recipient's total countable resources exceed the applicable limit. See SI 02310.015E.5. Do not contact BPD.

c. Individual Denies Ownership

If the value of the securities combined with other resources does not affect eligibility, take no action. If the value of the securities and other resources is material to eligibility, verify ownership with BPD per SI 02310.015E.3.

3. Contact BPD

  1. a. 

    Contact BPD for savings security instrument ownership information via an SSA-562-U3 to FO 675 Minneapolis, MN. (See SI 02310.049B.6.e. for information to include on the SSA-562-U3.) BPD expects turnaround time for responding to a verification request to take between 2 and 3 weeks from the date they receive the request.

  2. b. 

    Also send a dated SSA-8510 with a signature of the owner as it appears on the alert and a copy of the savings security interface alert.

  3. c. 

    In deeming situations, obtain an SSA-8510 for each individual (except minor children) on the record.

  4. d. 

    When a representative payee signs the SSA-8510, add the statement “SSA records confirm that the person that signed this form is a representative payee for the beneficiary, and as such, is permitted to authorize disclosure.”

  5. e. 

    When the recipient is deceased, have the survivor sign the SSA-8510, and add the statement “SSA records confirm that the person that signed this form is the [show relationship, such as “widow” or “widower”], and as such, is permitted to authorize disclosure.

4. Receive BPD Response

  1. a. 

    Accept the BPD record as evidence of ownership. (If the individual's name appears on the microfilm record, BPD will provide a copy of the record). See SI 02310.015B. regarding possession.

  2. b. 

    If BPD reports that it has no record of security ownership for the individual, discontinue development of the alert. (See SI 02310.015E.6.b.)

5. Verify Savings Security Values

Determine retroactive monthly values by using the procedures in SI 01140.240 and any instructions from your regional office staff.

6. Clear the Diary

Record all ownership verification results to avoid contacting BPD more than once for verification of the same savings securities/savings bonds.

  1. a. 

    Documentation - Individual Owns Savings Securities/Savings Bonds

    • Modernized Supplemental Security Income Claims System (MSSICS) Document information required on the Stock, Bond, or Mutual Fund (MSOM MS 08113.020) and DSAB (MSOM MSSICS 022.015 ) screens. Input RE21 in the CG field via the CMSC screen (MSOM MSSICS 023.006 ).

    • Non-MSSICS Transmit ownership information and current redemption value in the REMARKS field of the SSR. (See SM 01301.841, SM 01601.910 and SI 01140.240C.5.). Input RE21 in the CG field (See SM 01301.785 – SM 01301.820).

      EXAMPLE 2: RECIPIENT OWNS PAPER U.S. SAVINGS BONDS – REDEMPTION VALUE $$$$.

  2. b. 

    Documentation - Individual Does Not Own and/or Does Not Have Access to Saving Securities/Savings Bonds

    • MSSICS - Document information required on the DSAB (MSOM MSSICS 022.015 ) screen.

    • Non-MSSICS – Record your development in the “remarks” section of the SSR

  3. c. 

    Individual Is/Was Ineligible

    • MSSICS - The system will post N04 to the record. MSSICS will look at the pending file and post applicable payment status codes based on the information contained in the pending file.

    • Non-MSSICS - Transmit payment status code N04 for the appropriate months to the SSR via SSA-1719B input. (See SM 01305.001.)

  4. d. 

    Diary Clearance Input

    • MSSICS - Complete the DSAB screen and build transaction SSR. See SM 01301.205.

    • Non-MSSICS - Transmit diary deletion to the SSR via Direct SSR Update. See SM 01301.210 and MSOM BUSSR 002.019 .
