HI 00801.425 Deemed GEQCs for Federal Employees — Pre-1983 Earnings

A. Procedure — Evidence of earnings

Examine the DEQY or SEQY for evidence of Federal earnings for the years 1978-1982. If Federal earnings are posted, use the earnings extracts to credit earnings for those years. For years prior to 1978 or for alleged earnings for years 1978-1982 which do not appear on the SEQY or DEQY, obtain any of the following to credit earnings;

  • W-2 Forms;

  • Pay slips;

  • OPM Form 1528, Notification of Earnings for Medicare Eligibility; or

  • A signed statement from the employing agency certifying to the amount of wages paid each year as shown on the agency's records.

If none of the above evidence is available, request earnings information from the National Personnel Records Center (NPRC). Please note, NPRC is now in two locations (St. Louis, MO and East Saint Louis, IL). You will need to send such requests by SSA-562 or e562 through the appropriate FO dependent on the dates of the records requested.

  • Military Records for 1973 and earlier should be sent through the Florissant MO FO (E76), Social Security, 11753 West Florissant, Florissant, Missouri 63033.

  • Non-Military Records for 1973 and earlier should be sent through the East St. Louis IL FO (486), Social Security, Room 104 Federal Bldg, 650 Missouri Ave, East St. Louis, Illinois 62201.

  • All (Military and Non-Military) Records for 1974 and later should also be sent through the East St. Louis IL FO (486), Social Security, Room 104 Federal Bldg, 650 Missouri Ave, East St Louis, Illinois 62201. Include the NH's name, SSN, date of birth, and employing agency.

Do not request wage information directly from OPM.

B. Procedure — Assigning GEQCS

1. Years 1978-1982

Deem that the worker has the number of GEQCs as under the SS Act (see RS 00301.160). Do not deem a GEQC for any quarter in which the person already has an SSQC (i.e., an individual cannot be credited with any more than 4 QCs in a calendar year).

2. Years prior to 1978

Deem that the worker has 1 GEQC for each $250 in wages in a calendar year up to the maximum of 4 deemed GEQCs if $1,000 or more was paid in any one year. However, if using this method results in the individual having fewer GEQCs than the individual believes they should have and it affects the insured status determination, attempt to obtain evidence (e.g., pay slips) that the person earned $50 for each of the calendar quarters in question.

Assign GEQCs to quarters beginning with the last quarter of the year. If SSQCs are credited in a particular year, assign GEQCs only to quarters which are not SSQCs (i.e., no more than 4 QCs may be credited for any year).
