HI 00801.430 Using CS DATA Element to Determine Fully Insured Status

A. Background

The civil service data element (CS DATA) appears on the Information/Certified Earnings Record System (ICERS) if an individual has been awarded an OPM benefit and the data has been appended to SSA records. (See SM 00349.001.)

B. Policy

The CS DATA on the ICER may be used to establish fully insured status for Medicare based on Federal employment. It may not be used to establish disability insured status; i.e., 20/40 or special age 31.

CS DATA should be used to establish Medicare insured status only if the individual lacks sufficient QCs for Medicare using regular SSQCs and post-1982 Federal GEQCs.

C. Procedure

If an individual was a Federal employee during January 1983 and the MONTHS field in CS DATA shows at least 120 service months, assume the individual is fully insured for Medicare purposes without further development of pre-1983 earnings.
