HI 00805.250 SMI Enrollment for Qualified Railroad Retirement Beneficiary

A. Process - RRB

RRB solicits and processes the SMI enrollments of all Qualified Railroad Retirement Beneficiaries (QRRB) (see HI 00801.011). RRB has devised enrollment procedures and forms similar to those used by SSA.

If an RSI beneficiary attaining age 64 years and 9 months is also an RRB annuitant, RRB initiates the SMI enrollment process.

B. Procedure - SSA actions

If an RR annuitant inquires about SMI enrollment in an FO, tell them that the enrollment will be handled by RRB. If the individual states that they have not enrolled with RRB, take an election on Form CMS-4040 and forward it to:

If an RSI applicant is a QRRB who has not enrolled with the RRB, have them complete Form CMS-4040 and forward it to RRB.
